I’ve watched Piper for the last 25 years and he’s always been a face. Can someone who’s been a face for the last 25 years really be the greatest heel ever? Also, no Scott Hall? Even when he was drunk and couldn’t even stand up straight he was still a half-decent heel. On his day he was a superb heel. Is he at Benoit status now?

Gorgeous George revolutionizes the entire image of heel, makes the ‘gimmick’ character, and was essentially the Hogan of the 50s.

    #9

Slaughter seems like an odd choice; his most notable heel run got him a ton of heat, but it was brief and gimmicky. Also, Undertaker and Kane were way better as faces, in my opinion–I agree HBK should be there and probably Jimmy Hart. Sycho Sid might have been a good choice, as well as Yokozuna.

I also might consider Owen Hart (the villainous Harts as a whole, perhaps). Also maybe just me, but Crazy Bob Backlund was one of my favorite villains.
