“Savio was nothing special at all and Owen was in a transitional phase of his career as he was trying to become a singles guy but wasn’t ready to do it yet.”

Not even close to true. Savio was a great wrestler who had a storied career before and after in Puerto Rico.

Owen Hart had been wrestling singles matches for years and years at this point, and main evented Summerslam two years before.

Do you remember hearing that Undertaker suffered a staff infection from the Boiler Room Match and almost had his arm amputated? The HBK/Vader Match is good and really showed Shawn could go with anybody no matter the size. The rest of the Show is not bad. I do like Owen/Savio and Sid/Bulldog,I still have never understood why Mero breaking out a New Move did not win him his Match with Goldust but I digress.
