As per many reports, it looks like WWE scripts talent in the beginning, and then the scripting is then less depending on the talent involved as many of the talents have mentioned that they are scripted less.
As for Cole, highly doubt that being manager was the plan for him. It looks like one pitch was made for that role like Lio Rush for Lashley and it became a story. Vince met him personally which I don’t believe he would have if he had planned on him for a manager role.
